Road Rail Plant Operator

Driving Requirements

• You must be able to drive a manual transmission vehicle and hold a current driver licence that is not suspended.

• If you cannot drive a manual vehicle, you will be issued an On Job Workbook to complete in-field under the direct supervision of a Supervisor.

• Please advise our office as soon as possible if this applies to you, as it will affect your training.

• Alternatively, you may bring your own hi-rail vehicle.

Course Code

Course Description

This course is only to operate the hi-rail component of machinery/equipment that you already hold competency for, and is conducted under track authority conditions (not on live track).

Nationally accredited training with a Statement of Attainment is issued from TLI27121 Certificate II in Rail Infrastructure from the Transport and Logistics Training Package.

This course is designed to train operators of road-rail vehicles or plant fitted with retractable rail guidance wheels (also known as hi-rail vehicles), including:

Excavators
4WD utes and trucks
Elevated Work Platforms (EWP)
Hydrema dump trucks

Course outline includes, but is not limited to:

Network Rules and Procedures applicable to road-rail plant operating under track authority conditions
Worksite protection encounters
Pre-start and post-operational checks
Access to and from site, including on- and off-tracking
Protection requirements in an emergency situation
Communication protocols
Speeds and travelling procedures

Entry Requirements

Participants must hold the following, or recognised equivalents:

TLIF0020 Safely Access the Rail Corridor (or equivalent)
Construction Induction Card – “White Card” (or equivalent)
Category 1 Rail Safety Medical
Current driver licence
Relevant operator's licence, including Statement of Attainment and current Verification of Competency (VOC), where applicable to the type of machinery that will be operated on the Network.

Age Requirements

Persons over the age of 18 years old.

Dress Requirements

Personal Protective Equipment (PPE)

Full rail PPE is required and must include:
Steel cap, ankle-high lace-up boots
Long trousers and rail long-sleeved, hi-visibility orange shirt
Hard hat
Safety glasses

Note: If you are working on the Sydney Trains Network, hi-visibility bio-motion pants are mandatory as part of your PPE requirements.

Assessment

Theory Written Knowledge Assessment
Practical Assessment

The Practical Assessment, conducted at nearby sidings, requires participants to demonstrate that they can:

Carry out a thorough pre-start and post-operational inspection of a hi-rail vehicle
Safely on-track and off-track a hi-rail vehicle
Competently control and operate a hi-rail vehicle in accordance with network requirements

Outcome

Successful participants will receive a Statement of Attainment recognising completion of:

TLIC3045 Operate road/rail vehicle
TLIC2054 Access rail track to run track vehicle within a defined worksite

SCRT will also issue, on successful completion, a Road Rail Plant Operator Card.

NB: Operators of road/rail vehicles and/or plant must hold the relevant road and/or high-risk licence or certification requirements for the specific type of road/rail vehicle and/or plant being used.

Additional Units (if required) – Rail Bound Role

If you also require the following units, or are seeking recognition as a Rail Bound Operator (Light/Medium to Heavy), please contact our office. We will issue you an On-Job Workbook to cover the additional units:

• TLIC0010 Propel and operate light on-track equipment
TLIC2058 Travel medium or heavy self-propelled on-track equipment

Recertification

To ensure operators maintain current skills, understand changes to network rules and procedures, and continue to meet safety and compliance requirements, recertification is required.

Recertification confirms that practical competence, knowledge of protection requirements, and safe operating practices remain at the required standard over time.

Recertification for this course is required every 5 years and consists of the Written Assessment component only.

The cost of recertification is $350.00 (including GST).
